This position starts at a salary of $128,082 (GS-15). The ideal candidate will provide strategic leadership and technical advice to high-ranking officials at multiple levels of government. In addition, he/she will lead teams to develop and implement national programs. Apply for this exciting opportunity to become a member of the National Exercise Division team within FEMA.

EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Duties In this position, you will provide strategic leadership and technical advice to high-ranking and appointed officials in headquarters and at multiple levels of government. The incumbent will foster the development of others and execute efficient and effective operational improvements for critical issues in the national emergency management programs. Typical assignments include:
  • Serving as the focal point through which program and project actions receive effective central coordination and decision;
  • Leading and directing proceedings of high-level conferences, workgroup's and other forums where work and decisions have a major impact on the agency's preparedness programs;
  • Recommending courses of action and translating higher-level decisions, direction, and intent to subordinate staff;
  • Representing the Director at meetings, negotiating with key officials internally and externally on FEMA's preparedness exercise programs capabilities, as well as exercising authority to speak for the National Exercise Division on specific topics within the bounds of Agency policies and priorities of the Division’s Director;
  • Ensuring long-range planning and budgeting is coordinated and accomplished while providing available resources;
  • Overseeing and leading team efforts to plan, coordinate, conduct, and evaluate exercises and major projects of national scope and significance in accordance with current doctrine.

Qualifications The qualification requirements listed below must be met within 30 days of the closing date of this announcement.

You qualify for this position at the GS-15 level (starting salary $128,082) if you possess the following : One full year of specialized experience, equivalent to the GS-14 level, that demonstrates: 1) Providing leadership and executive-level advice in regards to national programs guidelines, policies, plans or procedures; 2) Developing programs national in scope and significance; 3) Leading efforts in policy development that aids implementation of the National Preparedness System; and 4) Providing long-term strategies across organizational units in support of organizational goals.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
