Caveat: Internships are entry-level and unpaid, but with most Federal hiring likely frozen/backlogged, there may still be ways for entry-level people to access Federal experience and get a start on a Security Clearance.
There is no guarantee that this particular program will survive as the E.O. is yet to be interpreted much less implemented, but it is not hard for people to apply by March 1.
Unpaid Ten-Week Internships for Fall 2017

Students participating in the Unpaid Internship Program work full-time for 10 consecutive weeks. The goal of the program is to provide students with opportunities that are both educationally and professionally substantive.
Interns hired under the 2017 Fall Unpaid Internship Program enter on duty between September and December 2017.
