JOB DESCRIPTION
New York City Emergency Management (NYCEM) has several exciting opportunities in the newly created Strategy and Program Development Division. This unit is responsible for the development, coordination, execution, and implementation of agency wide/Citywide projects and initiatives on behalf of the Commissioner. The Strategy & Program Development Project Manager leads the development and execution of multiple initiatives, programs, and projects as required.
The candidate will be responsible for the development and tracking of project schedules, requirements, charters, and deliverables in addition to performing substantive aspects of each project including, but not limited to:
 Writing emergency plans/protocols/checklists
 Developing, refining, and reviewing procurement documents (e.g., market research, requests for proposals, negotiated acquisitions, etc.)
 Briefing memos and detailed agendas and notes from intra and interagency meetings
 Meeting coordination and facilitation
 Development of plans/protocols
 Coordinating and conducting outreach to other NYCEM divisions/units and agency partners
 Researching emerging issues; developing policy recommendations
 Supporting the implementation of strategic initiatives in line with the agency’s strategic plan
 Supporting intra and interagency task forces and work groups
 Representing NYCEM at meetings, workgroups, and conferences when necessary
 Project work may include development and integration of new emergency notification initiatives
 Management of third-party contractors/service providers
 Monitoring of vendor tasks; development of contracts
 Building partnerships with other emergency management professionals, universities, community-based groups, and private sector partners.
The selected candidate will be assigned to periodic Emergency Operations Center team and will be expected to work non-business hours during emergencies. The selected candidate will also participate in drills and exercises, assist with Ready NY presentations to external groups, and will undertake special projects as assigned
QUALIFICATION REQUIREMENTS
1. A master's degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences, or related field, and one year of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire or police or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made, or
2. A baccalaureate degree from an accredited college and two years of satisfactory full-time paid professional experience in one or a combination of the area listed in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a state’s department of education or a recognized accredited organization and six years of satisfactory full-time professional experience in the areas listed in “1” above, at least two years of which must have been in one of those areas, or another specialized area to which the appointment is made.
NOTE: New York City residency is generally required within 90 days of appointment. However, City employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
PREFERRED SKILLS
 Strong written, Reporting and verbal communication skills
 Ability to manage multiple competing priorities in a fast-paced, high stress environment
 Excellent analytical (both qualitative and quantitative) and organizational skills
 Proficiency with Microsoft Outlook, Word, Excel, Visio; Project; and Power Point
 Ability lead and serve as an effective member of a project team

 Possession of a valid driver’s license and the willingness to drive
 Discretion and ability to maintain confidentiality
 A broad understanding of NYC Emergency Management, responsibilities, core competencies and City operations
