JOB DESCRIPTION
New York City Emergency Management (NYCEM) is seeking a Technical Project Manager to provide project management support for the divisions’ various technology initiatives. This position will also support the budget tracking, procurement efforts and research needs of the division.
Under supervision of the Assistant Commissioner of Technology the candidate will have a good understanding of agency systems which included HP servers, SAN, VMware, SQL, Exchange, desktops, laptops, mobile services, applications, and all related technology. The candidate should understand and be able to explain system specifications, installations, and testing of computer systems and peripherals within established policies, standards, and guidelines. The candidate is required to understand different interactions with application software and operating systems to assist with diagnosing and resolving unique problems. The position may utilize one-on-one and one to many consultations with end-users. The position’s responsibilities require independent analyses, communication and problem solving.
 Collaborate with agency staff, developers, desktop technicians, system engineers and network engineers to provide technical direction on systems analysis, design, development, testing and deployment.
 Ensure timely and effective delivery of the solution into production.
 Document technical requirements, develop and oversee project plans and implement change control procedures
 Facilitate system reviews, change management sessions, and accreditation documentation.
 Participate in technical advisory roles, as required.
 Interact with customers at the technical level, as required.
 Ensure effective handoff to operations for ongoing maintenance and troubleshooting.
 Assisting with all procurement and contract actions for assigned departmental units, including project development, writing and releasing solicitations, reviewing proposals, processing documents
 Processing contract amendments, renewals and extensions; handling contractor performance evaluations
 Ensuring citywide procurement policies are followed in contract processing
 Providing guidance to department staff on small purchase bids and vendor selection
 Maintaining procurement and contract management tracking tools
 Participate in RFP life cycle
 Meet with Procurement and Budget department regularly
 Perform general system administration duties
 Maintain awareness of new developments for emerging technologies
 Consult on new projects for the agency and City as needed
The selected candidate will be assigned to an Emergency Operations Center (EOC) team, and will be expected to work non-business hours during emergency activations. The selected candidate will also participate in drills and exercises, assist with Ready NY presentations to external groups, and will undertake special projects as assigned.
QUALIFICATION REQUIREMENTS
1. A master’s degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences or related field and three years of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire or police or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made. 18 months of
this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in one or a combination of the areas listed in “1” above, including the 18 months of executive, managerial, administrative or supervisor experience, as described in “1” above; or
3. A four-year high school diploma or its educational equivalent and eight years of satisfactory full-time professional experience in one or a combination of the areas described in “1” above; or
4. Education and/or experience equivalent to “1” “2” or “3” above. However, all candidates must have a four-year high school diploma or its educational equivalent and the 18 months of executive, managerial, administrative or supervisory experience, as described in “1” above.
Note: New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.

 Virtualization Experience, VMware 5x/6x preferred
 Database Experience, SQL 2008 – 2014 Admin preferred
 EMC VNX 5500 & HP C7000 experience preferred
 Business intelligence tools experience preferred
 Project Management Experience, Microsoft
Project preferred
 Procurement and Budget Experience: Spend Map Preferred
 Windows 7,10, Server 2008, 2012
 (Linux experience a plus)
 Office 2010, 2013
 IOS, Android, Blackberry support Experience preferred
 Detail oriented, as well as excellent multitasking skills a plus
 Recommended Certifications: MCSE, VCPD-DCV, PMP
