JOB DESCRIPTION
New York City Emergency Management (NYCEM) is seeking an exceptional candidate for the Mitigation Program Manager position. Hazard Mitigation helps communities reduce risk from hazards by identifying vulnerabilities and developing strategies to lessen the effects of a hazard.
The NYCEM Hazard Mitigation Unit is seeking an experienced individual, working closely with the NYCEM Supply Chain Logistics and Strategy and Program Development Units, to oversee an Interim Flood Protection Measures (IFPM) Program. This program will work with a multidisciplinary team of engineers, construction contractors, emergency contractors, and City agencies to address storm surge risk during coastal storm events through temporary, deployable measures.
Under supervision by the Director of Hazard Mitigation, the Mitigation Program Manager will:
 Provide programmatic oversight of a multi-million dollar program that addresses the mitigation project life cycle of risk assessment, engineering analysis, complex interagency collaboration and coordination, construction, and maintenance
 Originate and/or oversee the generation of project-related documents including schedules, project plans, presentations, meeting agenda, minutes, status reports, etc.
 Work closely with the Supply Chain Logistics Unit on ground support vendor management, budgeting, just-in-time deployment protocols, training, and incident command structure
 Foster relationships and lead coordination with various agencies, organizations, and subject matter experts
 Provide analysis and recommendations on complex issues to executive decision makers and senior policy officials
 Identify and implement tools that address storm surge risk during real-time coastal storm events, i.e. hurricanes and nor’easters
 Develop and maintain up-to-date knowledge of the Disaster Mitigation Act of 2000 as
part of the Stafford Act, including the requirements for both pre-disaster and postdisaster
grant programs
 Work closely with the Mayor's Office of Recovery and Resiliency (ORR) to coordinate
community and stakeholder engagement, flood mitigation policy, permits, and program
strategy
The selected candidate will be assigned to an Emergency Operations Center (EOC) team, and
will be expected to work non-business hours during emergency activations. The selected
candidate will also participate in drills and exercises, assist with Ready NY presentations to
external groups, and will undertake special projects as assigned.
QUALIFICATION REQUIREMENTS
1. A master’s degree from an accredited college in emergency management, public
administration, urban planning, engineering, economics, political science, the physical sciences
or related field and one year of satisfactory full-time professional experience in one or a
combination of the following: emergency management, fire, police, or military service, public
safety, public health, public administration, urban planning, engineering, or another specialized
area to which the appointment is to be made; or
2. A baccalaureate degree from an accredited college and two years of satisfactory full-time
professional experience in the areas listed in “1” above; or
3. A four-year high school diploma or its educational equivalent approved by a state’s
department of education or a recognized accrediting organization and six years of satisfactory
full-time professional experience in the areas listed in “1” above, at least two years of which
must have been in one of those areas, or another specialized area to which the appointment is
to be made.
NOTE: New York City residency is generally required within 90 days of appointment.
However, City Employees in certain titles who have worked for the City for 2 continuous
years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or
Orange County. To determine if the residency requirement applies to you, please discuss with
the agency representative at the time of interview.
PREFERRED SKILLS
 Proficient with Microsoft Office applications (Word, Excel, Access, Project, and
PowerPoint)
 Strong written and verbal communications skills
 Strong analytical skills and ability to make programmatic decisions based on quantitative
analysis
 Works well within a team structure
 Provide excellent project management, problem solving, communication, and
organizational skills
 Experience managing multiple projects in a high pressure work environment
 Demonstrated ability to delivery complex projects within specified deadlines
 Strong knowledge of and experience in applying the concepts, practices, and execution
of flood mitigation techniques, risk management, and flood risk modeling
 Comfortable with public speaking and briefing senior officials
 Prior government work experience or knowledge of New York City’s government
structure
 Comfortable executing and delivering a detailed program based on conceptual guidance
 Experience with overseeing a multi-million dollar budget
 Experience in emergency management, hazard mitigation, or construction management
 Possession of a valid driver's license and the ability to drive are preferred
