RDU Airport Authority
The essential duties and responsibilities of the Director of Emergency Management include, but are not limited to:
• Manages the operation, training and personnel of the Airport Communications Center.
• Plans, directs, organizes, monitors, supervises and evaluates the Communications Center section assuring 24/7 communications coverage for routine calls and emergency situations
• Conducts staff meetings to inform and coordinate various projects and procedural changes, organizational and departmental goals and objectives in order to facilitate joint information sharing and team building.
• Ensures emergency phone directories are current and up to date
• Develops protocol procedures for transcribing telephone, radio and video recordings of incidents and emergencies
• Develops, updates and maintains policies and procedures
• Develops and updates notification procedures for both non-emergency and emergency situations
• Recommends new hires, trains and evaluates Telecommunications staff; makes and implements personnel decisions in accordance with Human Resource policies; assures continued professional education and certifications of staff.
• Works with other Airport departments/divisions to ensure appropriate communication responses between service units, airport tenants and the public.
• Plan, develop, conduct & evaluate tabletop, functional and/or full-scale emergency and disaster management training and exercises.
• Liaise with other government and/or private stakeholders for purposes of establishing working groups, coordinating exercises, drills and supporting planned or unplanned events.
• Support external Emergency Management agencies in their updates to and/or development of multi-agency/multi-jurisdictional/multi-disciplinary response plans, training and exercises, and as needed to further strengthen partnerships.
• Development and conduct training for employees.
• Make presentations to other agencies, management, inter-agency working groups, employee groups, or members of the public.
• Participate in emergency and disaster readiness community outreach events.
• Lead the development and implementation of internal emergency management initiatives, programs, and special assignments.
• Develop and/or maintain hazard-specific and all-hazard plans or annexes as needed.
• Analyze IT initiatives, systems and programs to make improvements, modifications and procedures for emergency mass notification and public address systems.
• Additional tasks to support EMD program including review and planning of budget requirements to meet emergency management initiatives.
• Serves as EOC Manager for crises, air crash scenes, national disasters, and security threats.
• Coordinates emergency management matters with users, tenants, and government agencies
• Act as project manager for important organizational initiatives and priorities within area of responsibility
• Perform related work as required

Hiring Range: $91,475.93 - $128,832.61

Education
Preferred
Bachelors or better in Airport Management or related field.
Bachelors or better in Airport Operations or related field.
Bachelors or better in Business Administration or related field.
Masters or better in Emergency Management.
Experience
Required
        Knowledge of evolving EOC technologies and best practices.
        Sound judgment; ability to react quickly and appropriately in emergencies
        Ability to analyze, interpret and implement rules, regulations, policies, and practices   
        Working knowledge of federal and state laws, rules, and regulations for airport operations
        Experience as an EOC supervisor or manager
        Extensive knowledge of NIMS & ICS
