JOB DESCRIPTION

NYC Emergency Management (NYCEM) is seeking an exceptional candidate for the Plan Management Director position. The Plan Management Unit is responsible for coordinating, maintaining, and enhancing the City’s emergency Plans, Protocols, and Manuals. This includes identifying emerging issues and ensuring consistent process and documentation, including the development of tools and templates to support citywide emergency planning. Plan Management collaborates with Planners across the agency to coordinate cross-cutting plans and develop consistent formats and procedures. 

With latitude for independent initiative and judgment, the Director of Plan Management will oversee Plan Managers to accomplish the following:

        Develop, maintain, manage, and operationalize citywide emergency plans, including working with partner agencies to document resources and capabilities and address emergent needs
        Manage day-to-day activities of Plan Management Unit with responsibility for all agency planning initiatives
        Provide a strategic vision for prioritizing updates, enhancements and new initiatives within the Planning and Preparedness Division 
        Develop and maintain Plan Management policies 
        Advise on strategic planning for the cross-functional aspects of citywide emergency planning initiatives, including all-hazards and chemical, biological, radiological, nuclear, and explosive (CBRNE) subject areas
        Work with all divisions and units within NYC Emergency Management (NYCEM) and citywide to coordinate the planning process
        Foster relationships with agency partners that provide operational and subject matter expertise related to a cross-cutting area of all-hazards emergency plans  
        Implement quality assurance and maintenance mechanisms for citywide plans
        Coordinate with other intergovernmental planning initiatives
        Develop and maintain templates for planning documents
        Working with other units, collaborate to develop strategies for plan awareness 
        Initiate, support, and lead implementation of unit and divisional strategic initiatives in line with the agency’s strategic plan
