The U.S. Department of State
is currently accepting applications for a Corrections Advisor located in Guatemala City Guatemala.
The Bureau of International Narcotics and Law Enforcement Affairs (INL) is
under the Under Secretary for Democracy and Human Rights and works to keep
Americans safe at home by countering international crime, illegal drugs, and
instability abroad. INL helps countries deliver justice and fairness by
strengthening their police, courts, and corrections systems.
The purpose of this Personal Services Contract is to fill the position of
Corrections Advisor (CA). The CA will provide specialized prison policy and
reform expertise for the INL Guatemala Corrections Program and oversee all
management aspects of the program (to include funding, training, equipment,
accountability, and staff performance). The CA will advise on and support all
matters related to: (1) specialized training assistance to the Government of
Guatemala in order to establish safe, secure, humane and transparent model
correctional systems; (2) create, socialize, and implement a corrections
program design that includes prison operations training and technical
assistance required to operate model correctional systems; (3) assist with
identifying and procuring the equipment, materials, and systems required to
operate the model correctional systems; (4) assist in establishing policies,
procedures, programs, training initiatives with curricula required to operate
model correctional systems, (5) evaluate the model correctional programs and
make strategic programming recommendations; (6) prepare regular reports for
INL including drafting sections of various program requests, Congressional
Notifications, cables and briefings; (7) provide oversight of the corrections
programs, including reviewing and assistance in budgeting, procurement,
implementation and evaluation; (8) provide internal controls and
accountability for the delivery of technical assistance, training, equipment,
and other donations.
This is a non-status, non-permanent Personal Services Contract position. You
do not acquire a competitive or excepted service status from this position.
