ABOUT NEW YORK CITY EMERGENCY MANAGEMENT

New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYC EM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.

The Office of Strategic Operations is composed of three units:

(1) Strategy, Evaluation, and Analytics Unit, which conducts qualitative and quantitative analyses to identify and track to completion strategic recommendations that improve the City’s emergency response posture;

(2) Innovation and Strategic Projects Unit, which implements initiatives and programs that enhance the City’s preparedness and response capabilities; and

(3) Continuity of Operations Unit, which ensures the City is able to continuously operate.

JOB DESCRIPTION

The Strategy, Evaluation, and Analytics Unit is responsible for analyzing and evaluating NYCEM’s operations, developing doctrine and policy, and conducting strategic planning to improve the City’s emergency management capability. The Monitoring and Evaluation Program Manager will be responsible for overseeing the Monitoring and Evaluation Specialist and for conducting after-action reports following emergency preparedness exercises and real-world activations and for creating and implementing an agency-wide monitoring and evaluation strategy to continuously improve operations.

The Monitoring and Evaluation Program Manager will report to the Director of Strategy, Evaluation, and Analytics and will conduct the following duties:

• During emergency incidents and exercises, deliver executive briefings and conduct real-time evaluation to assess and improve operations.

• Following incidents and emergency exercises, oversee evaluation processes and organize and facilitate incident debriefs (“hotwashes”), surveys, and other information gathering initiatives with NYCEM staff and partner agencies.

• Finalize written after-action reports (AARs) and improvement plans.

• Implement and routinely track specific corrective actions based on prior AARs and produce implementation analyses to assess future preparedness.

• Present executive-level reports on monitoring and evaluation, improvement planning progress, and AAR trends.

• Create and implement a monitoring and evaluation framework to assess the agency’s blue-sky operations, including strategic planning.

• Manage and coordinate with the Data Analytics team and key stakeholders to design indicators and perform quantitative and qualitative data analysis.

• Additional emergency management-related projects and responsibilities as assigned.

The selected candidate will be assigned to periodic Emergency Operations Center team and will be expected to work non-business hours during emergencies. The selected candidate will also participate in drills and exercises, assist with Ready NY presentations to external groups, and will undertake special projects as assigned.

QUALIFICATION REQUIREMENTS

1. A master’s degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences or related field and one year of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire or police or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or

2. A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience in the areas listed in “1” above; or

3. A four-year high school diploma or its educational equivalent approved by a state’s department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in the areas listed in “1” above, at least two years of which must have been in one of those areas, or another specialized area to which the appointment is to be made.

NOTE: New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.

PREFERRED SKILLS

• Extensive experience in monitoring, evaluation, and learning

• Past success in designing, implementing, and efficiently operating M&E plan from initiation to closeout stages at the organizational level

• Experience in survey design and implementation

• Experience in managing teams

• Knowledge of quantitative and qualitative research methods, including experience with relevant tools (e.g., statistical analysis software)

• Excellent oral and written communications skills, including experience writing and briefing summary reports and streamlining complex information into high-level reports

• Excellent interpersonal and collaborative project management skills

• Strong organization, planning, and facilitation skills

• Strong ability to analyze complex information and identify patterns or essential issues

• Ability to handle multiple priorities in a fast-paced, small-team environment

• Strong Microsoft Office skills, including PowerPoint, Word, and Excel

• Knowledge and understanding of Emergency Management principles
