In coordination with other programs within the External Affairs Division, the Deputy Director of Community Preparedness will manage the community preparedness team and the agency’s overall community preparedness strategy including the following: 

        Develop, implement, and evaluate a comprehensive multi-year outreach strategies for community engagement o Compile reports, and develop evaluation tools to measure individual program effectiveness and reach.
        Manage community preparedness program staff dedicated to building and maintaining local emergency networks.
o   Provide regular training to develop community-based networks throughout the year and provide forums for peer learning.
o   Work to continue the development of the agency’s partner management database as a tool to strengthen the ability of NYC Emergency Management to engage with the local community through all phases of the emergency.  
o   Implement an emergency response structure so that the EOC can leverage local networks during response and recovery efforts.  
o   Initiate partnerships with community and government agencies, elected officials, community networks, faith-based groups, and businesses.
o   Manage communication channels including Community Preparedness News and emergency notifications
        Manage preparedness outreach related to disability, access, and functional needs (DAFN), including conducting training and events and developing new outreach material as needed. 
        Serve as a subject matter expert for the agency on engaging local communities:
o   Act as a liaison  and lead for coordination with other divisions within NYCEM and City agencies such as Mayor’s Office of Resiliency, Department of Health, and NYC Service 
o   Work to define and develop the agency’s role in assisting community recovery efforts o Write and manage relevant External Affairs plans, serving as a subject matter expert on community engagement
        Assist with the coordination of language access programs and contracts. 

The selected candidate will staff the Emergency Support Center during emergency activations, and work non-business hours during emergencies.  The selected candidate will also participate in drills and exercises, will assist with Ready NY presentations to external groups, and will undertake other special project duties, as assigned.

The Human Services Specialist reports to the Director of Human Services or his/her designee and writes, amends and operationalizes detailed emergency response plans and supporting materials that describe complex operations to address the human service needs of disaster survivors. The Specialist also acts as the NYCEM liaison and chair on nonprofit and government planning committees that are convened to address issues related to disaster case management, volunteer management, mass feeding, unmet needs, and other issues and will work with community based and voluntary organizations to enhance planning efforts. To accomplish this, the selected candidate will be responsible for a range of planning and preparedness activities including, but not limited to, the following:

        Coordinating the planning efforts of government agencies and nonprofit organizations with a role in disaster response to develop planning documents, guides, tools, training, and exercises
        Serving as NYCEM’s representative to NYC Voluntary Organizations Active in Disaster (NYC VOAD) and its working groups
        Producing preparedness, response, and recovery plans in collaboration with government agencies, and the nonprofit sector for service coordination, feeding/mass care, unmet needs, disaster mental health, legal services, and others as required
        Working with the External Affairs division to incorporate Community Based Organizations into emergency planning efforts
        Representing NYCEM’s interests to its human services partners in all aspects of emergency planning, preparedness, and response
