Emergency Management (NYC EM) helps New Yorkers before, during, and after
emergencies through preparedness, education, and response. NYC EM is
responsible for coordinating citywide emergency planning and response for all
types and scales of emergencies. We are staffed by more than 200 dedicated
professionals with diverse backgrounds and areas of expertise, including
individuals assigned from other City agencies.
The
mission of the Office of Strategic Operations is to strengthen New York City
Emergency Management through progressive, innovative, and collaborative approaches
to solving problems
JOB DESCRIPTION
New York City
Emergency Management (NYCEM) has several exciting opportunities in the Office
of Strategic Operations, and in the newly created Innovation and Strategic
Programs Unit. This unit is responsible for the oversight of the agency’s new
innovation initiative and for the development, coordination, execution, and
implementation of agency wide and/or Citywide strategic projects and
initiatives.. The Strategic Programs Project Manager leads the development and execution of these various initiatives,
programs, and projects. Additionally,
they may be asked to support innovative project implementation or innovation
activities as needed, as part of the overall Innovation and Strategic Programs
team. The candidate will also be responsible for the development and tracking
of project schedules, requirements, charters, and deliverables, in addition to
substantive work on select projects. The
candidate is expected to maintain a positive attitude and approach, and to be
an active member and participant in teams at both the unit and EOC team
level. Responsibilities will include the
following, and others as assigned:
Serve as an experienced project manager
·
Project management of multiple high-level projects
and project deliverables, with ongoing timelines, updates and briefing
materials suitable for executive level
o
Assist with management and administration of
on-call emergency contract procurement, including timeline and initial kickoff
event, and supporting the transition to Logistics. Work with representatives from 10+ agencies
and 40+ vendors.
o
Assist with social media tracking tool as needed,
including coordination work among external agencies and non-government partners
o
Assist with Citywide mass notification program

Identify and track measures of success for ongoing
and new projects
·
Follow-through on assigned projects, meet
assignment deadlines, request and obtain assistance from other NYCEM units or
agency partners as needed. Convene
stakeholders, track, distribute, and follow-up on action items; manage project
components from multiple city agencies. Coordinate and conduct outreach to
other NYCEM divisions/units and agency partners.

Mentor less-experienced team members and project
managers
·
Manage and implement one-off high priority
strategic projects as identified by the Commissioner and the Mayor’s Office; develop
new strategies to approaching problems and propose different ideas when able
·
Research best practices and existing solutions, and
develop policy recommendations as needed/requested
·
Participate or coordinate timely meeting invitations/facilitation
as appropriate, and as requested
·
Support implementation of strategic initiatives in
line with the agency’s strategic plan
Serve as an experienced member of staff
·
Manage vendors or third-party providers as
needed.
·
Compile memos, detailed agendas and/or notes from
intra and interagency meetings, focusing on clear and concise communication
·
Brief executives in emergency and non-emergency
situations
·
Serve in an Emergency Support Function, in Planning
Section, or in field response capacity during emergency responses.
·
Represent NYCEM and Strategic Operations at
meetings, workgroups, and events when necessary.
·
Write, edit, or update emergency plans/protocols/checklists
as requested
The
selected candidate will be assigned to periodic Emergency Operations Center
team and will be expected to work non-business hours during emergencies. The
selected candidate will also participate in drills and exercises, assist with
Ready NY presentations to external groups, and will undertake special projects
as assigned.
QUALIFICATION
REQUIREMENTS
1. A master’s degree
from an accredited college in emergency management, public administration,
urban planning, engineering, economics, political science, the physical
sciences or related field and one year of satisfactory full-time professional
experience in one or a combination of the following: emergency management, fire or police or
military service, public safety, public health, public administration, urban
planning, engineering, or another specialized area to which the appointment is
to be made; or
2. A baccalaureate
degree from an accredited college and two years of satisfactory full-time professional
experience in the areas listed in “1” above; or
3. A four-year high school diploma or its
educational equivalent approved by a state’s department of education or a
recognized accrediting organization and six years of satisfactory full-time professional
experience in the areas listed in “1” above, at least two years of which must
have been in one of those areas, or another specialized area to which the
appointment is to be made.
NOTE: New York City residency is
generally required within 90 days of appointment. However, City Employees in
certain titles who have worked for the City for 2 continuous years may also be
eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange
County. To determine if the residency requirement applies to you, please
discuss with the agency representative at the time of interview.
PREFERRED SKILLS
·
Experienced project manager with proven ability to
see high-impact projects through from start to finish strongly preferred
- Experience using analytical (both qualitative and quantitative)
skills to monitor project success strongly preferred
- High level of proficiency with Microsoft Outlook, Word, Excel, and
Power Point strongly preferred; familiarity with Visio preferred
- Strong written, reporting and verbal communication skills strongly
preferred
- Ability to manage multiple competing priorities in a fast-paced,
high stress environment strongly preferred
- Ability to lead, to serve as an effective member of a project team,
and to maintain a teamwork-focused mentality strongly preferred
- Experience in emergency response strongly preferred
- Comfortable with public speaking and executive briefings strongly
preferred
- Discretion and ability to maintain confidentiality strongly
preferred
- A
broad understanding of NYC Emergency Management, responsibilities, core
competencies and City operations preferred
- Familiarity
with ICS and EOC operations preferred
- Familiarity
with NYC, City Agencies, and City procurement processes preferred
