The City and County of Denver, Office of Emergency Management (OEM) is seeking a Training and Exercise Specialist. This position will be responsible for oversight of emergency training and exercise initiatives including training for Emergency Operations Center (EOC) staff, management of tabletop and functional exercises, and training curriculum development. This position will report to the Deputy Director of OEM.
Denver OEM's mission is to lead Denver's emergency management efforts to cultivate safe, prepared, and resilient communities. Denver OEM is responsible for coordinating the City and County of Denver's efforts in preparing, mitigating, preventing, responding to, and recovering from all natural, technological, and human-caused hazards and threats impacting Denver's residents, businesses, and partners. Denver OEM conducts operational support, planning, training, exercises, and community outreach to assist and prepare residents, government agencies, businesses, and private/non-profit organizations prior to, during, and after a local emergency or declared disaster.
Job duties include:
- Planning, developing, and executing EOC exercises and drills.
- Developing and updating the EOC training curriculum to ensure training reflects the latest Denver emergency plans, policies and procedures.
- Managing training and exercise needs for OEM staff, including organizing monthly staff training and periodic internal exercises.
- Delivering training in both virtual and in-person formats to ensure engagement and effective learning.
- Managing After Action Report development and Improvement Plan tracking for exercises and real-world emergencies.
- Maintaining training records for EOC and OEM staff.
- Hosting an annual Integrated Preparedness Workshop and writing the Integrated Preparedness Plan.
- Supporting partner agencies with developing their own emergency training programs.
- Serving in the EOC as an EOC Coordinator and providing subject matter expertise to the development of EOC products and processes.
- Performing 24/7 on-call duty officer functions on a rotating weekly basis with other OEM staff. Must be able to respond anywhere within the City within one hour when on-call.
- Performing other related duties as assigned or requested by the Executive Director or Deputy Director.
About You
Our ideal candidate has experience with local, regional, or state experience in emergency management, homeland security, risk management, urban planning, or a planning-related discipline. As well as:
Demonstrated knowledge of:
- The Homeland Security Exercise and Evaluation Program
- Emergency Management Accreditation Program (EMAP)
- National Incident Management System (NIMS)
Preferred Licensure/Certification:
- Certified Emergency Manager (CEM®) by International Association of Emergency Managers
- Colorado Certified Emergency Manager (CO-CEM) by Colorado Emergency Management Association
- Master Exercise Practitioner Program (MEPP) certification

- Education: Bachelor’s Degree in Emergency Management, Public Administration, Urban Planning, Environmental Science, or a related field.
- Experience: Three (3) years of professional experience in emergency management or a first responder discipline. Experience in Emergency Management Training and Exercise required.
- Licensure/Certification: Possession of a valid driver's license at the time of application. Possession of a valid Colorado Class "R" Driver's License prior to the end of probation
- Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements
