 Justice Department and State of North Carolina Secure $13.5 Million Agreement with First National Bank of Pennsylvania to Resolve Redlining Claims in North Carolina

The Justice Department and the State of North Carolina jointly announced today that First National Bank of Pennsylvania (FNB) has agreed to pay $13.5 million to resolve allegations that it engaged in a pattern or practice of lending discrimination by redlining predominantly Black and Hispanic neighborhoods in Charlotte and Winston-Salem, North Carolina. Redlining is an illegal practice in which lenders avoid providing credit services to individuals living in communities of color because of the race, color, or national origin of residents in those communities.

It was the first ambulance service in the country to provide medical service to patients before they arrived at hospitals.\ Dr. Peter Safer, who invented CPR, collaborated with the Freedom House community organization to start the ambulance service, which was initially made up of 25 Black men and women. A display honoring the Freedom House Ambulance Service is on display through Feb. 29 on the first floor of the City-County Building downtown
