Environment: Grant Opportunity: EPA Community Change Grant.

Inflation Reduction Act Community Change Grants Program

NOW OPEN!

EPA’s new Environmental and Climate Justice Community Change Grants program (Community Change Grants) has announced a Notice of Funding Opportunity for approximately $2 billion dollars in Inflation Reduction Act funds in environmental and climate justice activities to benefit disadvantaged communities through projects that reduce pollution, increase community climate resilience, and build community capacity to address environmental and climate justice challenges. These place-based investments will be focused on community-driven initiatives to be responsive to community and stakeholder input. They are designed to deliver on the transformative potential of the IRA for communities most adversely and disproportionately impacted by climate change, legacy pollution, and historical disinvestments.

NOW OPEN - Notice of Funding Opportunity (NOFO)

The Community Change Grants NOFO is NOW OPEN!  Deadline to apply is November 21, 2024.

EPA is accepting applications on a rolling basis for $2 billion in Inflation Reduction Act funding available to support community-driven projects that build capacity for communities to tackle environmental and climate justice challenges, strengthen their climate resilience, and advance clean energy.

Read the announcement for the NOFO

This competition is being launched in order to meet the goals and objectives of two Executive Orders (EO 14008 and EO 13985) issued by the Biden Administration that demonstrate the EPA’s and Administration’s commitment to achieving environmental justice and embedding environmental justice into Agency programs.

The 2022 Inflation Reduction Act created the Environmental and Climate Justice grant program in section 138 of the Clean Air Act (CAA) and provided EPA with $2.8 billion in grant funding for the program for projects to benefit communities with environmental justice concerns, and $200 million for technical assistance in direct response to feedback from communities and environmental justice leaders who have long called for capacity building support for communities and their partners as they work to access critical federal resources.

    Indirect Costs Limitations Webinars

EPA’s Office of Environmental Justice and External Civil Rights held two outreach webinars to provide information related to the Indirect Costs Limitation for the Community Change Grants under the Environmental and Climate Justice grants program.

Limiting indirect costs under the Community Change Grants  will promote the program’s transformative goals  by maximizing the amount of funding allocated to project implementation and place-based programming. This limitation will minimize funding being charged to indirect costs that provide minimal contributions and/or have little to no relation to the work on the ground in the disadvantaged communities.

To learn more about the indirect costs limitations for the grants, please see the recording and presentation slides from a free webinar below:

    Thursday, October 19, 2023, 2:00 - 2:30 PM ET

This limitation will extend to direct recipients of grants and cooperative agreements under the program, as well as to Subrecipients as defined in 2 CFR 200.1. Therefore, both direct recipients and subrecipients under the program may charge up to 20% of their respective award or subaward (i.e., 20% of the direct award (if they are the Pass-through entity) or 20% of the total subaward (if they are a subrecipient).

Due to the sovereign status of Indian tribes that meet the Federal recognition requirement in section 302(r) of the Clean Air Act, and the unique burdens placed on these entities due to the composition of their tax base where chargeable indirect costs can be an essential financing component for the Tribe, EPA is exempting Indian tribes and Intertribal consortia comprised of eligible Indian tribes from this 20% indirect costs limitation provide the Intertribal consortia meets the requirements of 40 CFR 33.504(a) and (c).

    Dear Mr. Sharp,

Corporate Council on Africa's (CCA’s) 30th Anniversary & Awards Gala this past Friday was a wonderful and memorable event.   We were pleased to recognize past CCA leaders for their vision and commitment to making CCA the dynamic, impactful organization that it is today.

For those who joined us, we thank you for your contributions to making the evening not just a recognition of CCA's successes, but also of the strides made and imperative to continue strengthening trade and investment relationships between the businesses and people of the United States and the nations of Africa.   For those who were unable to attend, please know that you were missed.  I offer a special note of thanks to our sponsors for the evening.
Without you, the Gala would not have been possible.

During the Gala, we were pleased to show a video recap of CCA’s first thirty years, and photos from the event can be found here.

Now, having celebrated the past, Corporate Council on Africa is looking forward to a future that builds on and strengthens U.S.-Africa trade, investment, and business partnerships.

We at CCA embrace partnering with you to realize that new future.  We invite you to join us in a full calendar of CCA events in 2024, including our 16th U.S.-Africa Business Summit to be held May 6-9 in Dallas, Texas.

    Hello Service Ambassadors,

Wow, what a year it is has been!

Serve DC is wrapping up another year of public service!

As the Mayor's Office on Volunteerism & Partnerships, we pride ourselves on connecting people through purpose. In this season of gratitude, I am grateful for our Serve DC staff, who work effortlessly to ensure we make impactful connections and build relationships through our vast number of programs and volunteer opportunities.

I am grateful for our commissioners, who always support the work of Serve DC, our grantees, and Seasons of Service programs and extend themselves to the team whenever we need to build capacity. As we connect people to purpose, I am grateful to have associated with such a fantastic group of people.

With that, I am excited to announce that I have officially been appointed by Mayor Bowser as the new Director and Chief Service Officer for Serve DC. I am excited to continue in this capacity, and I look forward to new collaborations in the spirit of service.

During the month of December, our Fall cohort will take their exams and graduate! We cannot wait to share our next group of Certified Emergency Responders! Serve DC has successfully graduated 149 residents who are trained to act as an Emergency Responder until help arrives. CERT members are trained in First Aid - CPR, Fire Suppression and more. Stay tuned for our 2024 Spring Cohort registration!

On December 4th, 2023, we will hold our My Brother’s Keeper DC Local Action Summit & Volunteer Fair, at Martin Luther King Library. This year’s event will be hosted in partnership with Youth Invest Partners, DC Public Library, and Gilded Knight. We hope this event will engage conversations and innovative best practices that support positive life outcomes for young men and boys of color.

Lastly, we are so excited to kick off our DC Volunteer Snow Team program! Serve DC is partnering with the Department of Public Works (DPW) to validate requests from the public by requiring requestors to sign up for an exemption through the Sidewalk Shoveling Exemption Program to be eligible for free snow removal services. Thus, if a resident is not matched with a volunteer, they will not be subject to a fine from the city.

Serve DC has 309 registered resident requestors to confirm that they are still in need of services this winter. We have 609 volunteers currently signed up to participate. We will also reach out to residents from DPW’s exemption list to inquire about their need for snow removal services.

In this spirit, please check out ourrecently published November Funding alert! These grant offerings and resources are available to you and your networks.  It has been a pleasure working with each and every one of you this year, and I look forward to seeing you all in 2024.

    In partnership and collaboration,

    Jermaine Dillon
