Job Opportunity: City of Boston. OEM Director of Operations



The City of Boston Mayor's Office of Emergency Management (OEM) seeks a highly qualified candidate to serve as Director of Operations. 

This Senior Management position will also oversee Special Projects. Serving as the Department's liaison with external partners, this position will coordinate and supervise internal resources in support of the EOC and Special Project OEM coordinates the City's homeland security and emergency management programs. OEM's Mission is to enhance the City of Boston and Metro-Boston Homeland Security Region's capacity to prevent, protect against, respond to, and recover from major emergencies. Working in close partnership with Boston's public safety and public health agencies, OEM plans and prepares for emergencies, educates the public about preparedness, conducts training exercises and drills, and performs other services to support the City and Region’s overall preparedness. OEM follows an all-hazards approach, preparing for emergencies of different types - whether they be natural or man-made.

Responsibilities:
  • Responsible for the management and coordination of all aspects of the Emergency Operations Center, including development and maintenance of strategic communications, emergency operations, EOC credentialing, watch command, field response, continuity of operations and government (COOP/COG) plans and policies; coordination of initiatives which support implementation of the National Incident Management System (NIMS).
  • Works with partner organizations to advance community preparedness initiatives and response.
  • Improves inter-agency operability and build-out OEM capacity by leveraging relationships.
  • Coordinates with city, state, federal, MBHSR, and private external agencies.
  • Performs other emergency management duties as directed.Serves in an on-call role and is available to staff and supervise the City’s EOC or otherwise support City services during major emergencies or planned events.
  • Performs related work as required.

Minimum Entrance Qualifications:

Minimum Qualifications:

  • Applicant must have a minimum of five (5) years of full-time or equivalent part-time experience in progressively higher levels of supervisory/management experience in emergency management/preparedness, public safety, or other experience performing duties similar to those described above.
  • A bachelor’s degree in public administration, public policy, emergency management, planning, or a related field is preferred.
  • Extensive project management experience and experience in group facilitation and management.
  • Excellent interpersonal, research, technical, and coordination skills; and superior written and oral communication skills.
  • Ability to exercise good judgment and focus on details as required by the job.

 

Desired Qualifications

  • An advanced degree or certification in Public Administration, Emergency Management, or a similar field is preferred.
  • Seven (7+) years of professional experience, including direct experience in high-level management in the public or private sector, emergency and logistics planning, and training and exercise programs preferred.
  • Previous experience working with Federal, state, and/or local emergency management programs is preferred.
  • ICS certifications and prior experience operating under ICS preferred.
  • A strong background in the development of emergency preparedness initiatives is preferred.
  • Must have and maintain a current Massachusetts driver's license.
