One of the many challenges facing all jurisdictions during the COVID-19 response is the ongoing need to staff Emergency Operations Centers and other coordination centers with trained personnel. We are all facing long-term sustained operations with no outside relief anticipated.

Cal OES and the California Specialized Training Institute recognize that jurisdictions at every level have an immediate need to train new staff to build their EOC cadres. To help you meet that need, we have placed basic EOC training materials online. These materials can be downloaded and used by your own experienced staff to provide initial training for new EOC assignees.

We are also working to develop interactive online courses that individuals can access directly and complete at their convenience. We will announce those as soon as they are available.

Crop Insurance Doesn’t Account for the Risk Mitigation of Diversified Farming Systems. Data Driven Research Can Change That

 

Farming can be risky. Floods and heat waves wipe out crops, while climate change is increasing the variability and severity of farm-threatening weather hazards. As research shows that practices like cover cropping and rotating cash crops can reduce that risk, agriculture insurers and lenders currently have no way to value that risk mitigation. That’s where a team of agroecologists, economists, and statisticians steps in.

This summer, the Foundation for Food and Agriculture Research and the US Department of Agriculture awarded grants to BFI Co-Associate Faculty Director Tim Bowles and his colleagues to create an actuarial model to quantify that risk reduction to help bring that dollar value back to farmers.

The summit's agenda unfolds as follows:

Day 1 - Friday, October 6: Participants will have the privilege of partaking in a blend of insightful presentations and reports from frontline community-based organizations to develop a State of Black Sustainability Report, interspersed with enriching networking mixers.

Day 2 - Saturday, October 7: Attendees are invited to roll up their sleeves and soak up some sun with immersive learning experiences and hands-on workshops designed for all members of the family. This day coincides with the 14th Annual Original Metro-Atlanta Collard Greens Cultural Festival in Snellville, promising an unforgettable fusion of education and cultural celebration.

Day 3 - Sunday, October 8: Participants will close out the summit with a half-day of final reports from frontline community-based organizations and next steps.

Through active participation in this year's Black Sustainability Summit, attendees will contribute to the creation of a groundbreaking State of Black Sustainability Report. This report will serve as a platform to share scalable climate solutions, aimed at addressing pervasive challenges faced by BIPOC communities. Participants will gain invaluable insights into sustainable agricultural practices within the Black community and witness the transformative efforts of local organizations and leaders, united by their passion to restore and preserve our planet.

BRIC/FMA Lessons Learned Webinar will now be scheduled for September 7, 2023. Additional webinar dates will be announced via bulletin and updated on the Cal OES webpage.

Department of Homeland Security Announces Distribution of More Than $77 Million in Congressional Funding for Communities Receiving Migrants

Funding represents another example of DHS providing unprecedented resources to support border and interior communities across America 

 

WASHINGTON – Today, the Department of Homeland Security (DHS), through the Federal Emergency Management Agency (FEMA) and U.S. Customs and Border Protection (CBP), announced more than $77 million in grants to support border and interior communities receiving migrants through the Shelter and Services Program (SSP). The funding will be available to 53 grant recipients for temporary shelter and other eligible costs associated with migrants awaiting the outcome of their immigration proceedings. Today’s announcement builds on the more than $290 million announced through SSP in June, which brings the total funding allocated to more than $770 million. Overall, 69 entities, in both Southwest Border and interior communities, have received funding this year through SSP and the Emergency Food and Shelter Program – Humanitarian Awards (EFSP-H). 

 

Supporting communities is a critical component of DHS’s efforts to manage encounters at the Southwest Border in a safe, orderly, and humane manner. This includes the Biden Administration’s efforts to expand access to lawful and orderly pathways and processes while continuing to apply strengthened consequences for unlawful entry. DHS also requested $600 million in the FY23 budget supplemental to support border and interior communities receiving migrants. 

 

The Bipartisan Year-End Omnibus signed by President Biden on December 29, 2022, authorized the creation of the new SSP grant program to support these communities. The Omnibus directed CBP to transfer $800 million in funding to FEMA to establish the SSP and authorized the use of a portion of that funding for the existing EFSP-H until SSP was established. The Emergency Food and Shelter Program (EFSP) National Board has allocated more than $400 million to support communities receiving migrants across the country, including $332.5 million announced on May 5, 2023 to 35 entities and $75 million awarded by the National Board in December 2022. The SSP was designed to quickly allocate funding to both Southwest Border and interior communities to meet a diverse set of needs across the nation. 

 

As part of today’s announcement, and in response to technical assistance and stakeholder feedback, DHS has also amended the policy to expand the cap for both hotels/motels and airfare to 10 percent of the total funding requested by the applicant. In addition, DHS will also allow for recipients to apply for a waiver of those caps based on operational need.
