Job Opportunity: Lead Emergency Management Specialist EXECUTIVE OFFICE OF THE PRESIDENT Office of Administration Office of the Chief Operations Officer

This position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of the Chief Operations Officer (OCOO), White House Operations Center (WHOC). The WHOC's mission is to coordinate with EOP Campus partners to build a common operating picture that can be used to plan improvement efforts, anticipate and mitigate operational or contingency events and communicate the impacts.


As a Lead Emergency Management Specialist, GS-0089-13, your typical work assignments may include the following:

  • Collects, coordinates and disseminates a wide range operational information to EOP staff and partners during emergency and continuity events impacting EOP staff and operations.
  • Monitors various streams of operational information for potential emergency situations, including serving as a WHOC liaison in other internal and external stakeholder operations centers and emergency coordination mechanisms.
  • Operates emergency communications equipment including UHF/VHF radios, mass notification system and various specialized software programs.
  • Coordinates with EOP Campus partners to build a common operating picture that can be used to plan campus operations, anticipate and identify disruptions to campus operation and mitigate the impact of disruptions when they occur.
  • Consults directly with senior EOP continuity officials to provide advice and guidance on continuity messaging, interim staff plans if displaced, delivery methods and audience.
  • Analyzes information collection and dissemination systems and process to identify improvements and efficiencies and actively seek partner feedback.
  • Identifies and develops policy and procedure recommendations with potential Campus-wide impacts.

  • Incumbent is subject to 24 hour on-call status during an emergency.
  • Incumbent may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description.


MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.


TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

You may qualify at the GS-13 level, if you must meet the following minimum qualification requirements:One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: 1) developing and delivering oral and written communicating regarding emergencies; 2) enacting continuity plans post crisis to ensure no lapse in staff work performance 3) leading after-action analysis after an incident which consists of: identifying lessons learned, collecting stakeholder feedback and providing recommendations for policy and procedure revisions to improve capabilities and 4) leading a team or working in an emergency management operations center.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
