To best ensure that emergency managers are prepared, McCrary Institute senior fellow (and former FEMA deputy administrator) Daniel Kaniewski suggests that HHS take the lead on the pandemic response, so that FEMA can focus on "coronacanes” — hurricanes in the time of coronavirus.

In Africa, like the rest of the world, the impact of COVID-19 is significant. But the attention on COVID-19 may be masking a greater catastrophe: reduced access to—and quality of—essential health services. According to the World Health Organization, “When health systems are overwhelmed, both direct mortality from an outbreak and indirect mortality from vaccine-preventable and treatable conditions increase dramatically.” With the continent’s long history of disease outbreaks and epidemics, certain African countries have faced these issues before. What can we learn from the lessons of previous epidemics on the continent, and what are African countries doing now to counter dual shocks? In this timely webinar, health experts from Africa will discuss the effects of COVID-19 on the delivery of routine health care in their countries, and how knowledge gained from previous outbreaks is helping. On the cover: Explaining biodiversity in nature is a fundamental problem in ecology. An outstanding challenge is embodied in the so-called competitive exclusion principle: the number of consumer species in steady coexistence cannot exceed that of resources. The fact that competitive exclusion is rarely observed in natural ecosystems has not been fully understood. Here, Wang et al. show that by forming chasing pairs and chasing triplets among the consumers and resources in the consumption process, the competitive exclusion principle can be naturally violated. FEMA Releases Planning Considerations: Disaster Housing

FEMA released “Planning Considerations: Disaster Housing”. Housing recovery is the cornerstone of a community’s recovery and ultimate resilience. By helping survivors achieve sustainable housing after a disaster, state and local leaders move their communities toward stability and resiliency for future incidents.

The “Planning Considerations: Disaster Housing” document supplements “Comprehensive Preparedness Guide (CPG) 101: Developing and Maintaining Emergency Operations Plans” by providing guidance on national housing priorities, types of housing, key considerations and housing-specific planning recommendations that jurisdictions can apply when developing or improving housing plans. This planning document is a tool for use along with the Six-Step Planning Process described in CPG 101.

Although the document is not specific to any particular threat or hazard, many of the concepts, principles and resources contained in the guide can be applied to coronavirus (COVID-19) response and recovery efforts.
