The series will provide high school seniors and their families with vital information from higher education professionals to complete the Free Application for Federal Student Aid (“FAFSA”), strategically and successfully apply and compete for grants and scholarships to minimize if not eliminate the need for student loans, and tools to select the college or university that best meets the needs of the prospective student.

The Portland Bureau of Emergency Management (PBEM) is hiring a Procurement Analyst/Analyst II to serve the procurement and contracting needs of the Regional Disaster Preparedness Organization (RDPO). PBEM's mission is to create a disaster-resilient Portland. The Bureau's work encompasses emergency operations, response, recovery and continuity of operations planning, community outreach and volunteer programs. PBEM strives to create an inclusive workplace and centers its work in the communities most impacted by disasters.

 

PBEM is the fiscal agent and lead administrative agency of the RDPO, which is a partnership of five counties, more than 20 cities (including the City of Portland) and special districts, three regional public entities, and several non-governmental private-sector organizations in the Portland metropolitan region. The Region encompasses Clackamas, Columbia, Multnomah, and Washington Counties in Oregon and Clark County in Washington. Funded by the federal Urban Areas Security Initiative grant program and locally contributed funds, the RDPO builds and maintains regional disaster preparedness capabilities through strategic and coordinated planning, training and exercising, and investment in technology and specialized equipment.

 

A full-time, limited duration position, the Procurement Analyst manages the procurement and contracting program for the RDPO, which encompasses purchasing goods and services, including specialty equipment used in law enforcement, fire and public works functions; contracting professional, technical and expert services; and developing MOUs and inter-governmental agreements between PBEM and jurisdictions/agencies.

The position engages project managers to develop procurement/contracting plans, reviews project scopes of work/budgets/deliverables, and conducts research to determine the most appropriate procurement methods that advance the City and PBEM's equity goals, including encouraging the use of minority- and women-owned, and small emerging businesses. The Procurement Analyst also ensures all procurements follow Federal, State, and City procurement policies and tracks and communicates the progress of purchases/contracts with project managers and other stakeholders in a timely manner. The Procurement Analyst may also serve in a direct project management role when needed to support the execution of the RDPO's program.
