Puerto Rico has suffered the compounded effects of multiple disasters since the devastating impacts of Hurricanes Irma and Maria in September 2017. At the end of 2019, the island was impacted with recurrent seismic activity in the southwest region, including a magnitude 6.4 earthquake on January 7, 2020. In early 2020, the current COVID-19 pandemic and the resulting health crises induced yet another economic contraction. All these disasters are underscored by a crushing debt crisis and a federally mandated austerity regime since 2016. Multiple natural disasters have exacerbated vulnerability and poverty; and public energy, telecommunications, water, health, and transportation systems have deteriorated and become even more vulnerable, causing systematic failures in social safety nets.

Post-disaster federal funding for economic recovery offers Puerto Rico a unique window of opportunity to restore its economy and infrastructure in a more resilient fashion while strengthening the nonprofit sector capacity for community planning, housing development and neighborhood revitalization. However, such an opportunity is contingent on implementing a comprehensive strategy for reforming public policy to encourage and support nonprofit developers participation in reconstruction programs, building industry capacity by strengthening intermediaries and CDCs, encouraging intra-industry partnerships and collaborations, and providing professional development for economic recovery.

ABOUT NEW YORK CITY EMERGENCY MANAGEMENT

New York City Emergency Management (NYC EM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYC EM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.

 

The Human Services Unit works with partner agencies and organizations to write plans that focus on the individuals and families who are impacted by disasters, addressing the human element in response and recovery operations. The unit also administers programs and delivers regular training focused on diverse planning efforts.

JOB DESCRIPTION

With latitude for independent initiative and judgment, New York City Emergency Management is seeking a candidate responsible to oversee the development and management of human services citywide emergency plans. The Human Services Director will have broad responsibility to work with agency partners regarding their emergency planning efforts. This includes identifying methods for addressing the needs of disaster victims, protecting the public against hazards, formulating a citywide emergency response and/or recovery (policy creation, recommendation, and implementation), and working with City agencies and other partners to identify roles and responsibilities. The Director will manage vendors as well as supervise assigned staff. 

 

The Human Services Director will have direct oversight for the following programs:

  • Emergency shelter system plans and programs including:
    • Training, recruitment, notification, and deployment of over 150,000 staff from multiple agencies
    • Shelter Command Center
    • Coordination with Humanitarian Logistics regarding shelter facilities and stockpile
  • Assistance center plans including Reception Centers for building vacates, Service Centers, and Family Assistance Centers for mass fatality incidents
  • Post-disaster housing planning, including the urban post-disaster prototype
  • Integration of access and functional needs planning into all areas above including shelter remediation, communication enhancements, and supplies

 

Additionally, the Human Services Director will provide guidance and support for other program areas in the Human Service Unit including:

  • The Advance Warning System Plan and Program
  • Disaster feeding and food access
  • Disaster animal response
  • Coordination with Voluntary Agencies Active in Disaster (VOAD)
  • Other planning initiatives undertaken by the Planning and Preparedness Division

 

The selected candidate will be responsible to staff the City's Emergency Operations Center (EOC) during emergency activations and to work during non-business hours during emergencies. The selected candidate will also participate in drills and exercises and fulfill other duties as assigned by the Assistant Commissioner of Interagency Coordination.

 

The selected candidate will be assigned to periodic Emergency Operations Center team and will be expected to work non-business hours during emergencies. The selected candidate will also participate in drills and exercises, assist with Ready NY presentations to external groups, and will undertake special projects as assigned.

 

QUALIFICATION REQUIREMENTS

 

 

1. A master’s degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences or related field and one year of satisfactory full-time professional experience in one or a combination of the following:  emergency management, fire or police or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or

 

2. A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience in the areas listed in “1” above; or

 

3.  A four-year high school diploma or its educational equivalent approved by a state’s department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in the areas listed in “1” above, at least two years of which must have been in one of those areas, or another specialized area to which the appointment is to be made.

 

NOTE: New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.

PREFERRED SKILLS

·         Superior written and oral communications skills

  • Experience managing multiple projects in a high pressure work environment
  • Experience writing detailed planning documents
  • Existing relationships with key contacts in the Human Services sector in NYC
  • Knowledge of and experience in applying the concepts, theories, principles and practices of emergency management
  • Proficiency with Microsoft Office applications (Word, Excel, Access, and PowerPoint)
  • Ability to analyze, evaluate, and manage program operations
