Face Recognition Software Shows Improvement in Recognizing Masked Faces

Eight face photos with artificial digital coverings in the shape of masks show variations used in the NIST study.

A new study of face recognition technology created after the onset of the COVID-19 pandemic shows that some software developers have made demonstrable progress at recognizing masked faces.

The findings, produced by the National Institute of Standards and Technology (NIST), are detailed in a new report called Ongoing Face Recognition Vendor Test (FRVT) Part 6B: Face Recognition Accuracy with Face Masks Using Post-COVID-19 Algorithms (NISTIR 8331). It is the agency’s first study that measures the performance of face recognition algorithms developed following the arrival of the pandemic. A previous report from July explored the effect of masked faces on algorithms submitted before March 2020, indicating that software available before the pandemic often had more trouble with masked faces.

City Activates Freeze Plan, Urges Residents to Prepare for Cold Weather

NEW ORLEANS — In anticipation of cold weather, the City of New Orleans will activate the Citywide Freeze Plan overnight tonight to provide shelter to homeless residents.

 

A cold front moved into the New Orleans region yesterday, bringing the first significant cold of the season. Temperatures will drop overnight and, factoring in wind chill, will remain below the threshold of 35 degrees Fahrenheit long enough to trigger the activation of the freeze plan. The National Weather Service predicts the coldest period to be early Tuesday with "feels like" temperatures in the low to mid 30s for several hours.

 

Shelter for the Homeless

The freeze plan will be in effect to provide temporary shelter for homeless residents. The public is asked to call the New Orleans Police Department non-emergency number, 504-821-2222, to report someone in need of shelter. Individuals needing shelter will be accepted, free of charge, at the following locations under the following conditions:

  • Low Barrier Shelter, 1530 Gravier St., will accept adults beginning at 8 p.m. Monday
  • The Salvation Army, 4530 S. Claiborne Ave., will accept adults beginning at 4 p.m. Monday
  • Ozanam Inn, 843 Camp St., will accept men beginning at 6 p.m. Monday for overnight shelter. The courtyard with heaters is open 24/7 to anyone.
  • Covenant House, 611 N. Rampart St., will accept individuals age 22 and under, their dependent children, and any women with dependent minor children. Open 24/7.
  • New Orleans Mission, 1130 Oretha Castle Haley Blvd., will accept adults beginning at 4 p.m. Monday.

Cold Weather Preparedness

Residents and visitors are encouraged to take precautions to protect people and pets during cold weather, using these tips:  

 

STAY WARM

  • Stay inside in heat during extreme cold.
  • If you have to go outside, wear layers, a hat & gloves and carry a cell phone.
  • Check on neighbors, children, the elderly & chronically ill to make sure they are okay.
  • Bring pets inside.

PRACTICE FIRE SAFETY & PREPARE YOUR HOME

  • Never leave space heaters unattended.
  • Never use a stove or an oven to heat your home.
  • Check your smoke & carbon monoxide detectors to be sure they are working.
  • Have a fire extinguisher and know how to use it.

This hands-on workshop will teach you how to work with climate data from Cal-Adapt - California's primary repository for downscaled climate data - in R. The workshop will draw upon caladaptR, a new R package which streamlines the process of importing climate data into R using the Cal-Adapt API.

Examples will showcase techniques for:

  • Aggregating climate projections from multiple climate models and years
  • Joining projected climate data to other tabular data
  • Transforming climate projections into more intuitive and actionable probabilities
  • Visualization through charts and maps.

Data wrangling, analysis, and mapping examples will use functions from tidyverse packages and sf.

 

Requirements:

The workshop will be fairly hands-on and some experience with R is expected. To complete the hands-on exercises, participants will need a recent version of R, RStudio, and several packages (details to be provided a few days before the workshop). Alternately, participants may complete the workshop using a virtual R machine developed for the workshop on RStudio Cloud (free account required, details to be provided). Participants will also need a Zoom account (free accounts are fine). Some familiarity with climate data and Cal-Adapt is helpful but not required.

The 90-minute workshop will include 1 hour of slides and guided exercises, followed by 30-minutes of additional self-paced practice where the instructor will be available for help. People who just want to get an overview of the workflow or run some sample code are welcome to drop off after an hour.

If you’re an early career professional, under 30, with a record of engagement or expertise in one or two of the sectors hosting the fellowship or a history of climate/sustainability advocacy and familiarity with multi-stakeholder organising, we highly encourage you to apply.

Time commitment: Each fellow is required to commit about 10 hours per week. Work will be done remotely and online.

Eligibility criteria

  • Minimum five years of work experience, either in one of the fellowship sectors, or climate leadership or organising
  • Good communication skills
  • Self-motivated and willingness to be flexible (you will be working with teams across different time-zones)
  • Adequate network relevant to sector-specific or climate related work
  • Ability to commit minimum 10 hours a week to the fellowship
  • Sufficient English language skills
  • Laptop and reliable internet connectivity
  • A commitment to the goals of the Race to Zero campaign to raise non-state actor commitments to the global goals of the Paris Agreement

The Black Emergency Management Association International (BEMA) has teamed up with Mambo Mundo and New Orleans South Africa Connection (NOSACONN) to organize Operacion Asentamientos Humanos! Operacion Asentamientos Humanos is a disaster preparedness and relief campaign, leading up to an international physical and virtual concert, organized at the BB King Blues Club New Orleans on December 18th.

The concert features Grammy award winning Latin artists: Jorge Moreno, Xperimento, Jose Conde and others from the Caribbean who have volunteered their talent and time to help raise awareness, money and relief materials for thousands of people in San Pedro Zula (Honduras), Leon and Managua (Nicaragua) and St. Thomas, St. Ann, Kingston, Jamaica, whose lives and livelihoods have been all but destroyed by the increasingly catastrophic effects and impacts of Climate Change and Global Warming, the COVID-19 crisis.
