ABOUT NEW YORK CITY EMERGENCY MANAGEMENT

New York City Emergency Management (NYC EM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYC EM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.

 

The Finance Unit supports operations and programs of the agency by efficiently managing the fiscal practices and optimizing resources to achieve the agency’s objectives.

JOB DESCRIPTION

NYCEM receives funding from several sources including City Tax Levy (CTL) and Federal and State government programs including the Homeland Security Grant Program and the Local Emergency Preparedness Grant. These initiatives seek to enhance the preparedness of local and regional governments in many areas including citizen preparedness, law enforcement, public communications, planning, among others. The Finance Unit manages all aspects of the agency’s budget, from daily purchasing and travel approvals to reporting on the multiple state and federal grants the agency receives. 

The Director of Financial Recovery & Compliance will work as part of the Finance Unit within the Administration and Finance Division and will be expected to support all related division activities. The Financial Recovery and Compliance Unit will oversee auditing activities of the agency and will conduct and lead teams in operational and financial audits and projects. The Director will also manage and oversee all aspects of accounts payable.

 

The Director of Financial Recovery & Compliance will:

·         Supervise accounts payable and financial recovery & compliance staff on daily tasks, workflow and deadlines

·         Supervise staff performing reviews of agency use of Department of Homeland Security (DHS) grants, related audit and monitoring activities or assignments

·         Foster greater compliance with rules and regulations and regulate disallowances to ensure that monies are used for the intended purposes

·         Coordinate and lead the New York City Urban Area Working Group (UAWG) activities to establish regional collaboration on the Urban Area Security Initiatives (UASI) grant program objectives.

·         Liaise with New York City Office of Management and Budget’s (OMB) Homeland Security Compliance and Monitoring Unit and NYS Department of Homeland Security and Emergency Services (DHSES)

·         Analyze audit findings and implement corrective action plans when necessary; refer to manuals to support audit findings and to reinforce audit recommendations

·         Lead the response to audits and monitoring activities from third-party consultants, NYC OMB, NYS DHSES, and Federal Emergency Management Agency (FEMA)

·         Lead the disaster cost recovery program for NYCEM and manage FEMA public assistance funding and maximize federal reimbursement after a major disaster

·         Assist other NYC agencies in maximizing federal reimbursement post-disaster or post-staff deployment to non-NYC emergencies 

·         Ensure that proper accounts payable processes are implemented in line with NYC Comptroller Directives and in accordance to applicable accounting and grant rules

·         Manage and implement agency evaluation of internal controls to ensure agency procedures comply with NYC Comptroller’s Directive 1

·         Oversee invoice processing as well as monthly reconciliation of agency credit cards and ensure payments are administered and paid timely and accurately

·         Determine staff tasks and standards and complete risk evaluations

·         Develop and refine the Finance Unit’s policies and procedures for EOC activations

·         Attend meetings, conferences and workshops, as applicable

·         Coordinate with program consultants, project managers, and other city, state and federal agencies as needed

The selected candidate will be assigned to periodic Emergency Operations Center team and will be expected to work non-business hours during emergencies. The selected candidate will also participate in drills and exercises, assist with Ready NY presentations to external groups, and will undertake special projects as assigned.

QUALIFICATION REQUIREMENTS

 

 

1. A master’s degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences or related field and one year of satisfactory full-time professional experience in one or a combination of the following:  emergency management, fire or police or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or

 

2. A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience in the areas listed in “1” above; or

 

3.  A four-year high school diploma or its educational equivalent approved by a state’s department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in the areas listed in “1” above, at least two years of which must have been in one of those areas, or another specialized area to which the appointment is to be made.

 

NOTE: New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.

 

PREFERRED SKILLS

  • Excellent verbal and written communication skills
  • Experience with Microsoft Excel and Microsoft Word
  • Experience with the City’s Financial Management System (FMS 2 and 3)
  • Experience with City’s FMS reports (InfoAdvantage)
  • Ability to work well under pressure
  • Excellent meeting and time management skills
  • Ability to work on multiple projects concurrently and consistently meet deadlines
  • Strong attention to detail
  • Audit experience, background in FEMA Public Assistance eligibility, and familiarity with Code of Federal Regulations rules are preferred

This position is part of the newly launched Risk Reduction and Recovery (RRR) Bureau. The RRR Bureau has an all-hazards approach that focuses on bridging long-term strategies to reduce NYC’s risk with actionable operations and programs. This includes coordinating and guiding partnerships to develop strategies that analyze, plan, and address hazard risk and vulnerabilities. The bureau is responsible for recovery planning, the City’s Hazard Mitigation Plan, risk reduction tools, the Interim Flood Protection Measures Program, and maximizing the City’s receipt of hazard mitigation funding.  

JOB DESCRIPTION

With latitude for independent initiative and judgment, NYC Emergency Management seeks a candidate responsible for supporting and maintaining the NYC Hazard Mitigation Plan (HMP) and related programs.

 

The Program Manager will lead a collaborative effort to:

·         Support maintenance of the FEMA-mandated Hazard Mitigation Plan (HMP) through improvements and updates to the Risk Assessment, Community Risk Assessment Dashboard, Hazard Profiles, and Mitigation Database Tracker.

o   This may include integration of resiliency and risk studies, COVID-19 actions/lessons learned, and update to web-based applications.

·         Manage annual HMP updates with focus of integrating COVID-19 risk analysis, mitigation actions, and case studies.

·         Track and develop communication tools to partner with local groups about the City's efforts to reduce hazard risk.

·         Provide tools that guide equitable neighborhood transformation projects.

·         Engage and work with partners to study risks and engage communities; actively engage in long-term, neighborhood-scale mitigation solutions; and fund research to develop mitigation projects.

·         Perform other duties as assigned by Risk Reduction and Recovery leadership.
